AVCOG was awarded supplemental funding for the Brownfields Revolving Loan Fund (RLF) from the US EPA. This additional funding will assist in cleaning up and redeveloping brownfield sites in the region and support our progress in reusing vacant and abandoned properties and turning them into community assets!
Two exciting projects that received grants assistance through AVCOG’s Brownfields Assessment Program and our Brownfields RLF are underway.
Best Western Plus Hotel Breaks Ground, Rumford
Since the 1940s, the site housed a hardware supply center and lumber yard. Prior to that, the site operated as several other businesses including an automotive garage and gas station. AVCOG used the Brownfields Assessment Program for a Phase I Environmental Site Assessment (ESA); Site-Specific Quality Assurance Project Plan; Phase II ESA; and a Hazardous Building Material Inventory. In addition, AVCOG recently closed on a $350,000 loan through the Brownfields RLF for the final Brownfields cleanup activities at the site. The three-story hotel is expected to open later this year with 63 guest rooms, including 12 suites; indoor pool and hot tub; fitness room; meeting room; and complimentary breakfast.
Gauvreau Place, Lewiston
The initial site work on a 35-unit housing complex named Gauvreau Place is underway. Avesta Housing Development Corporation was assisted through AVCOG’s Brownfields Assessment Program for a Phase I Environmental Site Assessment (ESA); Site-Specific Quality Assurance Project Plan; Phase II ESA; and cleanup planning activities through the assessment program. In addition, a subgrant of $202,000 to AVESTA assisted with remediation activities and a subsequent loan of $250,000 to Blake & Pine LP for additional remediation activities was also completed. The mixed-income project, featuring 15 one-bedroom units, 14 two-bedroom units and six three-bedroom units, is expected to be complete by Spring 2022.
